"Russian authorities publish a confession that they killed Alexei Navalny in prison," Navalny aide Leonid Volkov wrote on social media. "Alexei Navalny paid with his life for his resistance to a system of oppression," France's Foreign Minister Stephane Sejourne said. "My sincere belief is that it was the conditions of detention that led to Navalny's death," Russian newspaper editor and Nobel Peace Prize laureate Dmitry Muratov told Reuters. Navalny long forecast Russia could face seismic political turmoil, including revolution, because he said Putin built a brittle system of personal rule reliant on sycophancy and corruption.

By John IrishPARIS (Reuters) - France and Ukraine are soon likely to sign a bilateral agreement on security commitments, French Foreign Minister Stephane Sejourne said on Wednesday. French President Emmanuel Macron was expected to finalise a security deal in Ukraine this month, but he postponed the trip for security reasons. "A bilateral accord is in discussion and will be signed probably soon between the President Emmanuel Macron and President Volodymyr Zelenskiy," Sejourne told a hearing in parliament. According two diplomats aware of the talks, France would announce a 200-million-euro fund for civilian projects to be carried out by French companies. "In the coming days we will give numbers and give you transparency on the military and the civilian aid," Sejourne said.

CONTEXTThousands of troops were deployed on the streets in Pakistan and at polling stations across the country. Despite the heightened security, nine people, including two children, were killed on Thursday in bomb blasts, grenade attacks and shootings. At least another 26 were killed on Wednesday in two explosions near electoral candidates' offices in the southwestern province of Balochistan. Earlier on Thursday, the U.S. State Department also said it was concerned about steps taken to "restrict freedom of expression" in Pakistan, especially related to phone and internet access.

PARIS (AP) — The French foreign ministry said that it summoned Russia’s ambassador to France on Monday over the deaths of two French nationals working for nongovernmental organizations in Ukraine. The humanitarian workers were killed in Russian strikes on Thursday near the front line of fighting in the war in Ukraine north of the Dnipro River. Three other French nationals were wounded in the strikes. A day after the strikes, French Foreign Minister Stephane Sejourne posted on X, formerly Twitter, that “Russian barbarity has targeted civilians in Ukraine ... Russia will have to answer for its crimes.”The French aid workers were killed in the town of Beryslav in the southern Kherson region, Gov. UNITED NATIONS (AP) — Members of an armed group fired on a U.N. helicopter in eastern Congo early Friday, injuring two South African peacekeepers, one seriously, the United Nations said. Eastern Congo has struggled with armed violence for decades as more than 120 groups fight for power, land and valuable mineral resources, while others try to defend their communities. The armed groups have long waged campaigns of violence in the mineral-rich region and have been accused of mass killings. Dujarric said the helicopter that was hit was able to land safely in Goma, and the peacekeepers were receiving medical attention. It took place almost a year after a similar attack killed a South African peacekeeper, she said in a statement.

Ambassador to the United Nations Linda Thomas-Greenfield said on Friday that Algeria's draft Security Council resolution calling for a Gaza ceasefire could jeopardize "sensitive negotiations" aimed at brokering a pause in Israel's war. It would demand an immediate humanitarian ceasefire between Israel and Hamas. It was not immediately clear if or when Algeria could put the draft resolution to a vote. He was referring to Foreign Minister Stephane Sejourne's trip to Egypt, Jordan, Israel, the Palestinian Territories and Lebanon, where he will also continue French efforts to defuse tensions between Israel and Iran-backed Hezbollah in southern Lebanon. European Union member states are divided on the Israeli-Palestinian conflict and their response has mostly been to try to ease the humanitarian situation in the enclave. Farmers say they are not being paid enough, are choked by taxes and green rules and face unfair competition from abroad. French farmers have already won several concessions, including the government dropping plans to gradually reduce subsidies on agricultural diesel. Of the 13 UNRWA employees alleged to have been associated with the attack, the Israeli document alleges 10 were Hamas operatives, two were Palestinian Islamic Jihad operatives and one is unidentified. It also alleges that at least one UNRWA employee supplied logistic support to the attack. In a statement Sunday, UN Secretary-General António Guterres said nine UNRWA staff members at the center of the allegations had been fired. At least 152 UNRWA staffers have been killed in Gaza since the Israel-Hamas war began, according to the agency. Israel has strongly opposed calls for a ceasefire, maintaining that it needs to press on with its aim of eliminating Hamas.

PARIS (Reuters) - A woman died on Tuesday morning after a car hit a roadblock set up by farmers in southern France during nationwide protests, a police spokesman said. "A car went into a farmers' roadblock. One woman has died and two others were seriously injured. The three occupants of the car have been arrested," the police spokesman said. He said he could not immediately give more details about how the car hit the roadblock in the Ariege region.

CNN —The disappearing “magic islands” on Saturn’s largest moon Titan have intrigued scientists since NASA’s Cassini mission spotted them during flybys a decade ago. Titan, larger than both our moon and the planet Mercury, is the only moon in our solar system with a thick atmosphere. The sea is 50% larger than Lake Superior and is made up of liquid methane, ethane and nitrogen. An artist's illustration shows a lake at the north pole of Saturn's moon Titan, including raised rims spied by Cassini. Liquid methane slowly seeps into the frozen clumps, eventually causing them to disappear from view.

UNITED NATIONS (AP) — The United Nations food agency said Tuesday it is stopping food distribution in areas of war-torn Yemen controlled by the Houthi rebels, a move that will impact millions of people. The World Food Program said the “pause” was driven by limited funding and the lack of agreement with the rebel authorities on downscaling the program to match the agency’s resources. The war in Yemen has raged for eight years between the Iran-backed Houthis and pro-government forces, backed by a coalition of Gulf Arab states. At the end of October, WFP and the U.N. Food and Agriculture Organization warned that acute food insecurity is likely to deteriorate further in Yemen through April 2024. It called for urgent and scaled-up assistance to Yemen and 17 other “hunger hotspots” to protect livelihoods and increase access to food.

The Paris-based Organisation for Economic Cooperation and Development said it had seen some of the steepest drops in performance since 2000 when it began its usually triennial tests of 15-year-olds reading, maths and science skills. On average across the OECD, one out of four 15-year-olds tested as a low performer in maths, reading and science, which means they could not use basic algorithms or interpret simple texts, the study found. Poorer results tended to be associated with higher rates of mobile phone use for leisure and where schools reported teacher shortages. The OECD said the decline was not inevitable, pointing to Singapore, where students scored the highest in maths, reading and science, with results that suggested they were on average three to five years ahead of their OECD peers. After Singapore, Macau, Taiwan, Hong Kong, Japan and South Korea also outperformed in maths and science, where Estonia and Canada also scored well.
